Birthday dinner at Fancy Restaurant: Kids?

I'm planning a birthday dinner for the wife at a fancy restaurant in a private dining room.

Our immediate family are bringing their kids (age 1-9), but I'm not sure whether to allow guests to bring their kids. Some of the kids are well behaved, but others... I can't imagine having them in a nice restaurant.

What's the proper etiquette here? Invitations stating no kids allowed? How would people react to seeing that we brought our kids. Or, how do you address guests who bring their kids in spite of saying no kids? Can I invite some kids and not others?
