Covering Ugly Walls

I found an excellent location. Great price, great space, close to the babysitter. The down side is the building is 100 years old and so is the wallpaper and the curtains. I cannot tape or pin to the walls. I believe I can use command strips but the ceiling is high. I'm looking for ideas to cover the walls. If I can use the command strips I still need a cheap but tastful idea to cover the walls. My theme is Classy Casino Night. My colors are black, red, and white.
